The problem is that these character's aren't MARC-8 encoded, and your record is
claiming that it is MARC-8 encoded (because LEADER/09 is set to ' ').
Therefore, the transformation to UTF-8 from MARC-8 is failing. You'll have to
customize bulkmarcimport to convert whatever encoding those characters are to
UTF-8. I hope that helps a bit.
