Member accounts can be deleted if they have charges due, even though there is
code in members/deletemem.pl & deletemem.tmpl to prevent it.

Problem confirmed on dev_week, & also on liblime's circ demo.  Don't know about
other versions.

There's a minor typo in deletemem.tmpl, a missing ", but fixing it doesn't
solve the problem.
