original bug is now fixed.

i have also changed the default behavior of unexpected/manual receive to 'off'.
now user must change status dropbox to receive an unexpected serial.

this issue this isnt a bug as such, but the previous behavior was unexpected
enough, that it was acting like a bug, 

ie, it was creating an extra blank item (2 items total) when we only receiving
one.
