When in independent branches mode...Currently, 'circ' user can 'set' their
branch to any other branch, thereby getting access to any other libraries
stuff. User can 'set branch' in two spots: upper right hand corner and also
under 'set branch' in  circulation home. 

How should it work? At login, you select a branch and your username/password is
checked against that branch and once logged in, cannot reset without logging
out?
