If I the user do not have permissions to view a module (say 'acquisitions'),
clicking on that module takes me to a login screen with the error that I don't
have permissions, and will not allow me to log back in. INSTEAD, any modules I
don't have permissions to use should not be accessible to me in the first
place.

... same thing happens when a user tries to 'set permissions' for a patron in
circ mode. The user gets kicked to a login page with the error that they don't
have permissions.
