I guess this could be characterized as a template bug, ie, the links shouldn't
show up if the user doesn't have permission. I guess for 3.0, only a superadmin
has access to budgets? I'm re-assigning to Owen for a quick template fix but I
think long-term we need more discussion on how the permissions should work.
