I think allowing an item to be marked withdrawn even if it's checked out is OK.
The whole point of having different types of statuses is that they 'stack' ...
ie, you dont have just one status for the item. I'm marking this FIXED, if
someone wants to argue that we should, in fact, not allow an item to be marked
withdrawn if on a patron's account, we can cross that bridge ...
