Fixed it so you can place a reserve from the opac, but Im guessing it must be
in the opac that Joshua was talking about, lowering severity because its the
librarian interface, and if a librarian wants to place a reserve twice for a
borrower on an item, they should be able to.
So the bug is when its deleted both disappear
