marc21 plugins seems to have been forgotten in the new directory structure.
I see :
    = get_template_and_user({template_name =>
"value_builder/marc21_field_008.tmpl",

where I should see : 
    = get_template_and_user({template_name =>
"cataloguing/value_builder/marc21_field_008.tmpl",

unimarc plugins are OK, I let you fix the marc21.
