If we keep the tabbed interface to addbiblio.pl, then this bug is still
relevant. In the past, the tabs have been simple numbers, 0-9. This doesn't
help you very much if you can't remember which tab has which tag. My idea was
to pass information to the template about the tag range for each tab so that
the tabs could be labelled accordingly.
