just tried on head & could not reproduce the problem.

in the code, I see :
                my $fine=$dat->{'fine'}+0;
This hint is sometimes usefull to confirm Perl that you're dealing with a
number, were he may think you have a string.

I don't see in git history who added that, but the problem seems solved.
Marking the bug as fixed, although not by me (or at least not now...)

Maybe it has been fixed by the splitting or fines & issuing rules ?
