It seems that this error is owed to the fact that your z3950 server definition
has no encoding information defined (MARC21 or UNIMARC) (at first glance).
So maybe giving one for all your servers would be a solution.

There could also be a translation problem between LOC (USMARC) AND your
catalogue. since at the moment you cannot import biblios from catalogue who
donot have the same marcflavour (USMARC->UNIMARC is ambiguous for some codes).
