In fact, the problem with what you suggest is that doing this when editing a
biblio is not enough.

I am a public library which has : 200$a 200$f 200$g but no 700 fields.
data coming from BNF comes with no 200$f but 700 field filled.
If I 'import' data into my framework, 700 fields will be lost. And then the
plugin will not be efficient.

So.
Unless we say OK, when data is imported, we import all data into framework
creating hidden fields if needed, i can't think how we could cope with this.

If this feature or patch is not OK. Then I shall remove. But will tell :
For those who NEED this facility, take.

OR We could say : OK, librarians just have to have hidden 700 fields in
frameworks. But this would seem quite strange to me.
