Right this is definitely a bug, this should 'restart' circulation.
And print the circ slip (if the preference is set). This is how the NZ
libraries at least issue, they send a return to signal they have finished with
that borrrower. Allows them to not have use the mouse.
You can have a barcode that scans as a return, so scan borrower, scan item,
item, item, scan return barcode, and you are ready for your next borrower.

So ill go and this behaviour back.
