In fact, when I created the authority stuff, I planned to do something as close
as what we had for biblios.
However, it appeared rapidly that tabs where useless, because an authority has
only a limited number of fields, because an authority can't be Personal Name
and Geographic Name at the same time.
so the "tab" system was not needed.
But we still need to let the library choose between "activated" and "not
activated" for each subfield.
so the tab field is binary : it's "ignore" or "use". Auth_subfield_structure.pl
uses this.
But I didn't changed the field name & definition to have something still close
from biblios.

So it's not a bug. I agree the choice can be discussed, but It appeared not
that bad.
