It is a bug, because with marc21 data we do have enough fields to need multiple
tabs. I guess the solution is either to move them all to one tab, or to fix the
bug where tabs are claimed to exist, but don't display. This is an open bug
that is a blocker because the marc21 frameworks that exist in git currently
don't work with the code in git. This must be fixed before a release because if
it's not fixed, authorities don't work for marc21. The other alternative, we
can release without claiming to have authority control and hide all links to
authority-related functions.
