The logic is all in place in 3.0 ( I think )
The issue at this point is that if I have a fine that is less than
preference( noissuescharge ), 
I get a confirmation dialog on the patron issues screen (whether or not I've
entered a barcode to check out).
Confirming the issue does nothing, as the barcode has been lost by the template
(if I did have a barcode).
Thus I cannot check a book out at all if I have a fine, even if it is less than
noissuescharge.

I would also suggest that the fix for this includes a permissions addition of
CAN_override_circ,  which would also present the confirmation dialog to someone
with that permission.

Sorry to mix an enh with a bug, but the enhancement is pretty important imo.
