All of these are fixed except for the question of how to deal with the
"alternate" circulation rules interface (admin/smart-rules.pl. We have two
interfaces that handle the same job. Do we need two? Can one be defined in a
way that we can label it in a meaningful way? Could they be merged so that
users have both options on one page?
