...Currently, there is only 'on/off' for virtual shelves

Admins *should* have the option to enable just the shelf options they want to
make available to their OPAC (for instance, only 'private' shelves). Ideally,
this would be a radio button option in the virtualshelves preference. (they
check the shelves they want to enable)
