I've tested both 'on' and 'off' for this preference.

I've reserved an item for one patron and not 'checked in' the item  and then
tried to check it out to different patron 

Regardless of whether preference is on or off, koha throws "Please confirm
checkout" message

However, Koha SHOULD just treat the item as available with no warning if
preference is 'ON'

At least, if my understanding of the module is correct.
