When I'm in the Labels & Patrons Cards area of the system I can click on
buttons to add new layouts, templates, etc.  When I click on Add Layout
(koha/labels/label-edit-layout.pl) I still see the buttons across the top for
new layouts, new templates, etc.  When I click on the other buttons I don't see
those.  I'd suggest that we stay consistent - either have the buttons there all
the time or don't have them there for one option and not the others.  See
screenshots.
