Nicole wants the SMS column removed from the patron messaging page when the
SMSSendDriver syspref is not defined.

>From bug 2355:

"This system preference is there now.  The only part that is missing is a
condition in the display.  If this system preference in blank then the SMS
column should not display on the OPAC or Patron Detail on Staff Client when
looking at enhanced messaging options."
