holds are allowed on items with itype set to a not-for-loan itemtype ( and
bib-level holds are allowed when all items are not loanable according to
itype).

conditions:  
  item-level_itypes = ON .

Holds in Koha 3.0 imply circulation, and so this should not be allowed (
despite overloading of items.notforloan  with its -1 value ).
