Expected behavior: Return an error to the user stating the need of a delay.

The documentation should also be updated to reflect the definitive requirement
of a delay as well as the units in which the delay is calculated.

Marking this critical because unless you are "in the know" on this, the entire
overdue rules module appears very broken.
