Yes, this is the intended behavior.  The prediction routine uses week numbers
based on the calendar year, not on the first issue date.  So for weekly
publications, all irregularities are saved as the week number in the year.

My original bug description suggested a behavior that wasn't practical to
implement ( listing week numbers starting from the first issue ) given the
internal workings.  The *bug* here was a bit more convoluted than the original
wording suggests, but , in short, its complaint has been addressed:  it is now
possible to create a subscription that started in the past, add irregularities,
and received issues to date.

I hope to add an enhancement in the future that gives several ways of
describing which issues will be assigned as irregular ( week no. from 1 Jan,
week no. from start date, expected date, etc).

For now I think just some extra documentation may be in order.
