It _does_ apply to Zebra ... but most users of Zebra wouldn't find it useful.
The way stopwords works is that it removes the words prior to searching Zebra.
There is another Zebra-based stopwords mechanism that prevents words from being
indexed. From the user's POV, that has exactly the same effect.
