We discussed this on IRC, but here's the summary:

1) it lets you delete actions. Simply deleting the delay and leaving an action
triggers a warning. You need to be able to remove both. The "no notice" option
(that is currently incorrectly called "Default") does this.

2) I think it lets you debar someone after a period of time and send no notice.
