It is possible to construct a MARC framework that doesn't require that (in the
case of MARC21) an 008 be present in a bib record - that's not a good idea, as
all MARC21 bib and authority records really ought to have an 008.  Also, if the
leader isn't specified as a field in the framework, a new record can be created
that has the Leader/09 set to blank, when it should be 'a' to signify the UTF-8
encoding.

To avoid this problem, it should be possible to require (regardless of the
framework) that a MARC21 record have an 008 and that its Leader/09 contain 'a',
independent of the framework settings.
