User change requests in OPAC are sent to the email address in the
KohaAdminEmailAddress. Is it possible to change this so that these requests are
to the email address in the location record? 

Currently user change requests and purchase suggestions are both sent to the
email address in the KohaAdminEmailAddress preference.
