When users create label batches in 3.0, once they hit batch 10, if that batch
is still resident on their db when they try to create a "New Label Batch",
instead of the system creating "Items to be printed for batch 11", it brings up
the batch that was already created for batch 10 and it is impossible to create
further batches without deleting batch 10 (which should not be necessary) 

This can be recreated on my arwen db:
