The intranetuserjs syspref is used to allow a Koha administrator to include
arbitrary JavaScript into the intranet page header.  The English and French
install scripts set this syspref to some JavaScript to override part of the
holds request interface, but that's not a good idea - any JavaScript we ship
should be referred to in the templates.  Furthermore, the JavaScript in
question appears to be part of a single user's customization.

Now that a recent patch of Owen's has made intranetuserjs functional again, I
will set the default value of that syspref to blank.
