The %tabsysprefs hash in admin/systempreferences.pl stores information that
changes on a regular basis, i.e. the relationship between individual sys
prefs and how they are displayed in the tab sets on the web page.

Create a new column in systempreferences called category which holds the
tab category of the preference.


Here are the FIXMEs found in the perl script admin/systempreferences.pl:

# FIXME, shouldnt we store this stuff in the systempreferences table?

# FIXME: This uses hash in a backwards way.  What we really want is:
#       $tabsysprefs{key} = $array_ref;
#               like
#       $tabsysprefs{Cataloguing} = [qw(autoBarcode ISBD marc ...)];
#   
#   Because some things *should* be on more than one tab.
#   And the tabname is the unique part (the key).

Both of the above issues can be addressed by this enhancement.
