Thanks for the clarification Axel. Again, what you're describing is a
convention used by the interface. You can easily change it to your preferred
convention with a custom style:

.ui-tabs-nav a,
.ui-tabs-nav span.a {
        background-color:#f3f3f3;
        border-color:#FF9900 #dddddd #dddddd #dddddd;
        border-style:solid;
        border-width:1px;
        font-weight:bold;
        text-align:center;
        text-decoration:none;
}
