Unlike most other server-side scripts, cloud-kw.pl does not use the KOHA_CONF
environment variable to locate the Koha configuration file.  Instead, it takes
it from the KohaConf setting in cloud-kw.pl's own configuration file.

As this could be confusing to users, cloud-kw.pl should act like every other
cronjob and use KOHA_CONF.
