The reported problem (non-UTF-8 characters in Biblio.pm) no longer applies. 
The other issue reported (char_decode and conversion of ISO-5426) has been
resolved via patches from myself and hdl.  Therefore, I am closing this bug;
please feel free to reopen if there's still a problem.
