Near as I can determine, the matching routine is fine -- I did some testing on
the ISLC database (staging the same Owen County 'Mission Song' record) to
confirm.  The issue is most likely that the previous batch had not been
completely indexed before the Owen County batch was loaded.

Consequently, I am marking this bug a duplicate of 1834, which is for
improvements to indexing during the staging MARC import.
