I think that one of the overdue scripts, /misc/cronjobs/overduenotices-30.pl
combines all overdue items in one message per message.  The script itself is
pretty outmoded, and hardcodes a french SMTP server. 

Working on it now.

Note: I don't think there is ever any value to sending individual email
messages per item.
