The reason that some of these things are the way they are is because a vendor
needs to be picked before an order is placed.  I did not know that you could
find the approved requests under orders after picking a vendor.

In short these enhancements need some discussion among the more experienced
developers - and these are just my suggestions from a first time
user/librarian's point of view.
