I don't get a confirmation dialog whether or not AutomaticItemReturn is turned
on. Is this what we want?

AutomaticItemReturn = ON: User is told to transfer, but no confirmation is
required.
AutomaticItemREtrn = OFF: User is told to transfer, and must confirm or deny to
continue

Resolving this bug would be easier if someone could better comment
returns.tmpl. There are several transfer dialogs defined (needstransfer,
WrongTransfer, transfer), without clear indication of the circumstances of
each.
