In both the OPAC and the staff client, I'm able to reserve a specific copy
which is withdrawn (there isn't even any indication that the item is
withdrawn). The holds interface should 1) show the status of the item
(withdrawn and damaged are not displayed); and 2) block item-level reserves of
withdrawn items. I would think libraries would want the option to block
reserves of damaged items, but that's another issue.
