I seem to be able to place as many holds as I want via the OPAC for any
maxreserves value greater than zero.

Confusing, because I was trying to reproduce a bug where the OPAC holds
interface gave me this message: "Sorry, you cannot place more than
ARRAY(0x8ea1504) holds." Maybe someone else can reproduce that.
