Have issued an item that I have only one copy of to borrower A. Borrower B has
placed a reserve on this item that is on issue. 

Said item is displayed in the Pending Holds report, where the Librarian is
instructed to pull the item from the shelf and check item in. This will not be
possible as item is not physically in the library, it is on loan. 

Either the Pending Holds report should show that the Item is on issue, or the
item should not show on this report.
