Tested this in 3.00.00.043 and still getting the same results. The staff user
which has superlibrarian privileges cannot delete patrons at all - they get the
"Don't have sufficient privileges to delete a patron" still. In this db,
independant branches is turned on but I made sure that the staff member was
registered at the same library as one of the patrons to be deleted and that
made no difference.
