Chris, what does this "before installation" mean?  Before there is VirtualHost
for the OPAC, there is nothing to redirect.  We can't do anything about 404's
or server non-response at that point.

Are you suggesting the Apache config step be moved to a later point in the
installer so as to avoid revealing an "almost installed" Koha?  That might make
sense, though I would consider it a minor issue.  We would probably assign to
Galen for that.

Or is this something that affects the webupdate of an already installed Koha?
