1. I can't add a new Z39.50 Server. 
   I can access the data entry page. 
   I fill the form, click Save button. 
   And nothing is saved.
2. In biblio record data entry, adding a new MARC21 record, 
   I can't get properly a record from Library of Congress 
   z39.50 server.
   a) Now, nothing is displayed. 
      hdl has given a tip: encoding field must be entered for 
      LC server. hdl will patch that.
   b) Biblio records from LC which are encoded in MARC8
      are not transcoded into UTF-8.
