Installer Install's the error pages to /cgi-bin/koha/koha-tmpl/errors

'./koha-tmpl/errors'          => {target => 'INTRANET_CGI_DIR', trimdir => 2},

Koha redirects to /cgi-bin/koha/koha-tmpl/errors/404.pl on error
