Chris asked if this would be a problem for tags code.  I think not.  I
anticipated this problem by making, for example, the button that says "approve"
use the value from the "title" attribute, not the value from the "value"
attribute (what displays).  So the displaying part can be translated, and the
ajax js can still have what it needs cleanly.  (Notably, these buttons don't
display w/o js on.)
