In Tools > Notice Triggers, when you define overdue actions rules,
they are recorded and displayed just after having been recorded
but they are not displayed next time you reach this page.

1. Tools > Overdue notice/status triggers.
2. You select a library and click Select.
3. You define a set of rules for a borrower category.
4. You click on Save changes.
5. An 'INPUT SAVED' message in displayed on page. 
   Rules are displayed correcly.
   But 'Select a library' combo box containt 'Default' rather than
   the library previously selected at step 2.
6. You can see in 'overduerules' tables the rules you just defined.
7. You re-select the library selected at 2 and click Select.
8. Rules defined at 4 and saved in DB are not displayed.
