When the library recieve an order, the form recieve.pl used to let you enter NO
barcode & create NO item.
A change has been made and it's no more possible (probably through patch
fa28afba180f0a10db7378edda7d06d542ccb18f)

It has to be reintroduced, as some (most in France) libraries don't create
items on recieve, but after "equipment" step.

I'll submit a patch for this immediatly
