As reported by Zeno Tajoli, some templates have lines so long that they make it
unduly difficult to translate the strings:

Such long lines can also be difficult for a contributor to edit in the original
template.  In addition, git-send-email currently has a problem emailing patches
that having lines longer than 998 characters.

To address this problem, long lines in templates and template headers should be
split up.  No specific length is suggested by this report, but 76, 80, or 132
characters (corresponding to typical editor widths) are possible values.

Some files such as packed JavaScript will still have lines longer than 998
characters, so if/when git is fixed to deal with those, that should be noted in
this bug.
